(c). Marine insurance deposits are almost, if not

quite, unknown elsewhere. It was felt, how-

ever, that the conditions here were peculiar,

as some of the Chinese Companies undoubtedly

carry too large risks on individual ships.

In my opinion this is an Ordinance to which His Excellency te Governor may properly assent in the name of His Majesty

and on His behalf.
